To enhance the effectiveness of correctional efforts, facilitate the successful reintegration of inmates into society, and reduce recidivism, correctional institutions adopt the RNR (Risk-Need-Responsivity) principle. This approach tailors individualized treatment plans to address the specific needs, characteristics, and causes of criminal behavior of different inmates. Additionally, to further improve the outcomes of individualized treatments, correctional institutions are categorized into four groups based on their attributes and the nature of their inmate populations. Each group holds biannual refinement workshops to review and enhance individualized treatment plans through multiple rounds of discussion and exchange among member institutions.

Our institution, serving as the lead agency for Group Four in the second half of 2023, hosted a workshop on November 15 from 9:00 AM to 11:00 AM in the briefing room. Representatives from 11 correctional institutions within the same group were invited to attend. Given the recent surge in fraud-related crimes, this workshop focused specifically on the specialized treatment of fraud offenders. Discussions included the content of treatment programs for fraud offenders, sources of instructors, program objectives, post-course evaluations, and certification of hours, along with the current implementation and treatment outcomes. Each institution shared its strengths as references for others, aiming to enhance the treatment of fraud offenders, reduce disparities in program content among institutions, and provide guidance and benchmarks for future improvements.
